Crime is a grave offense that can cause people to lose their morality. Actions such as this are considered to be evil, shameful, and wrong. Therefore, the anime in this list are primarily set in the criminal underworld.
10) Code Geass: Lelouch of the Rebellion
The Empire of Britannia has invaded Japan using giant robot weapons called Knightmare Frames. Japan is now referred to as Area 11, and its people the 11’s. A Britannian who was living in Japan at the time, Lelouch, vowed to his Japanese friend Suzaku that he’d destroy Britannia. Years later, Lelouch is in high school, but regularly skips out of school to go play chess and gamble on himself. One day, he stumbles on terrorists 11’s who’ve stolen a military secret and is caught by a member of the Britannian task force sent after them, who is Suzaku. As the rest of the squad arrives, Suzaku is shot for disobeying orders, while the military secret, a young immortal witch, gives Lelouch the power of Geass, which makes anyone obey any order. While Suzaku is secretly made the pilot of Britannia’s brand new prototype Knightmare, Lancelot, Lelouch becomes the masked Zero to lead the rebellion to destroy Britannia once and for all.
In the city of Ergastulum, a shady ville filled with mad men and petty thieves, whores on the make and cops on the take, there are some deeds too dirty for even its jaded inhabitants to touch. Enter the “Handymen,” Nic and Worick, who take care of the jobs no one else will handle. The day comes when a cop they know on the force requests their help in taking down a new gang muscling in on the territory of a top Mafia family. It seems like business (and mayhem) as usual, but the Handymen are about to find that this job is a lot more than they bargained for.
8) Detective Conan
Shinichi Kudo, a seventeen year old master detective, had it all. He could solve any case brought to his attention and in record time. His girlfriend, Ran, is a karate expert, and her father is a bumbling P.I. who is driven crazy by the fact that Shinichi gets all of the great cases. One day, while Shinichi and Ran are at an amusement park, the pair become separated. Shinichi catches wind of a dirty deal going down, and spies on a pair of men in dark trenchcoats. He’s caught and the men use an experimental poison on him, intending to kill him. However, things don’t work exactly as planned.
7) Black Lagoon
A Japanese businessman, captured by modern-day pirates, is written off and left for dead by his company. Tired of the corporate life, he opts to stick with the mercenaries that kidnapped him, becoming part of their gang.
In the year 1711, a group of alchemists are granted an elixir of immortality, with the stipulation that they must kill each other until there can be only one. The now-immortal group unanimously decides it wasn’t worth it and destroy the elixir; but one of them, Slizard Quates, starts to kill off his fellow immortals. To reduce the risk of Quates tracking them all down, the group separates and goes their separate ways. Neither of them crosses paths again till 1930, Manhattan, when Quates manages to create a new elixir of immortality. However, he loses it and it ends up going around town, taken to be a bottle of alcohol and unknowingly drunk by many residents. The drinkers of this new elixir include Isaac and Miria, an eccentric pair of thieves; the Gandor brothers, a Mafia family; and their associates in the Camorra, the Martillos (who employ some of the original immortals). Now, not only are a new group of immortals created, but the simmering criminal underworld is about to explode.
5) Death Note
Light Yagami is a normal, undistinguished college student — that is, until he discovers an odd notebook lying on the ground. He soon discovers that the notebook has magic powers: If someone’s name is written on it while the writer imagines that person’s face, he or she will die. Intoxicated with his new godlike power, Light kills those he deems unworthy of life. But a mysterious detective known only as L becomes determined to put a stop to his reign.
Dr. Kenzo Tenma, a young but extremely talented neurosurgeon, lives his life working in a hospital in Germany. He is respected by his superiors for his incredible surgical skills, envied by his peers and he is engaged to the daughter of the hospital director. But one day his bright future changes when a little boy is brought in with a serious head injury, along with his twin sister, the aftermath of a family massacre. He is faced with a huge dilemma when his superior orders him to abort the boy’s surgery and operate on the mayor instead, who was brought in much later. He decides that “all life is equal” and goes against his superiors to save the boy’s life (who arrived first), which ultimately results in the mayor’s death. The boy survives, leaving Tenma’s career in ruins, his engagement to his fiancé broken. His downward spiral begins when one night, while he is out cold in a drunken stupor, the twins vanish from the hospital and Tenma’s superiors – along with the hospital director.
3) Cowboy Bebop
Spike Spiegel is a bounty hunter in the far future with an easy going attitude and some deadly skill at martial arts. Together with his partners, Jet Black, and later Faye Valentine as well, they go from job to job across the galaxy looking for the right high priced fugitives to bag.
2) Psycho Pass
In a futuristic world where criminal intent is analyzed by the Sybil System, a new top of the class recruit, Akane Tsunemori, joins the police force; however, she always puts her own sense of justice above the judgment of Sybil. Police are helped by Enforcers (latent criminals disposed to high criminal intent), one of which is a former inspector who supports Akane’s method of action.

1) Lupin III: A Woman Called Fujiko Mine
Fujiko Mine is a smooth, confident thief who uses her considerable charms to get close to her targets. During her journeys she comes across the notorious thief Arsene Lupin III, stoic gunman Jigen Daisuke, wandering samurai Ishikawa Goemon XIII and the relentless inspector Zenigata Koichi, who is almost always accompanied by his subordinate Oscar. There is more to Fujiko than first appears though: she is being hunted by a strange cult that has connections with her past.
